You're fighting gravity because the bubbles are rising faster in the line than you can pump them down. Trick is to remove caliper and hold it above the master cylinder so that bubbles go only one-way in direction you want, master -->> caliper. Probably need an assistant for this.

Also rotate your bars so master-cylinder reservoir is as level as possible. Keep it filled to very top and don't squeeze more than 3x before refilling.

One thing that really helps is replacing bleeder-screw with Speed Bleeders. Then unscrew Speed Bleeder and attach hose going down to bucket and forget about it. Hold bottle of new fluid in one hand and continually pour to refill reservoir while you repeatedly squeeze lever with other hand. Takes less than 3-minutes from beginning to end to flush new fluid through.
