Tachometer sticking to 0 on startup

I've got a 2007 that takes a bit of effort to get the tach working. I'll start it up with choke and have no idea how many RPMs it's at, it's stuck at 0. I'll have to rev it up for the tach to finally move, it will jump up and then it behaves fine and shows me good idle as low as 1300 RPM for the rest of my ride. This happens on every cold start, seems to need a nudge from a stronger signal at higher RPMs to get unstuck. It's gotten worse this year and needs me to really wring it out to like 9k get the tach moving. Don't particularly like doing that when engine is not fully warmed up.

I know my battery is good, I have strong starter cranking and I keep it on a tender most of the time.

I've read several posts about this but no clear solutions were discussed. Not really interested in aftermarket cluster.
