Looks like he chopped off harness-side connection to perhaps install 100-ohm resistor to work with aftermarket switch?
Maybe he chopped too short and had to reconnect extra segment?
It really doesn't make any sense.
Then again, we do inherit lots of odd wiring jobs from POs...
