That is true about 99% of the time but I have seen a couple weird chases...
I have seen a little scooter, probably 50cc outrun an officer in Annapolis city... the scooter rider went down an alley between 2 buildings, came out on the other side (where I was on the sidewalk across the street), rode off the curb and down the street where he cut in between another alley. By the time the officer came all the way around the block the scooter was long gone.
It well known in this area that one community backed up to another community and all the way at the back there was a playground which connected the two. It was flat and narrow because of the playground equipment that led directly into the back of the other community. For a while police would chase street motorcycles, scooters, dirt bikes, and go carts and they would just cut through to the other side pretty much ending the chase unless backup could arrive at the other side in time to block it... now there is a big telephone pole there laying down blocking the way, LOL.
