Hmm, looking closer at photos, it appears the oil that's on there is quite old with lots of dirt and dust on them.
Suppose it's possible this is first time OP's noticed it and it's been there all this time?
I still say clean entire fork, completely clean. So clean that you can lick it and not taste any oil. Then watch for oil leaking from above starting at seals.
