Look up Kawasaki's "positive neutral finder" feature. It's designed to make getting into neutral easier when you come to stop. Basically it's designed to prevent going into 2nd gear when bike is stopped. Can only get into 2nd when rear wheel is spinning.

Many people have been fooled into thinking transmission is broken because it doesn't appear to want to shift to 2nd. That's perfectly normal. Just have to get above 5-10mph in 1st gear, then shift to 2nd will work fine.
