What these guys said. If you live in a place with relatively high humidity and you run your bike for short periods where the bike does not reach operating temps to cook of the water, it will accumulate like that on the valve cover.... But what you have there is a whole lot.

Another possible culprit is the coolant tube looking at the rear of the cylinder head. Mine was leaking slightly and getting past the valve cover gasket. Just pull the tube out and replace the o-ring. The o-ring is the same small o-ring used for your oil filter change. You may also want to replace the 2 rubber dampeners that keep the coolant tube from rattling.
