I bet you could get a hollowed out ham to pass the DOT tests. IIRC the DOT test is only at 35mph and hasnt been updated in 40 years. Most pass/fail certification systems are similar although afaik every other country has higher standards for what will pass. My helmet is certified by 4-5 different groups, one of them being DOT, my guess is that it will perform better than a DOT only sub-$50 helmet.

SHARP (UK) has 5 levels, if its level 1 you know it is at least level 1 but not more than level 2. You can then rank helmets that would otherwise pass a certification level but may be better. They dont test every helmet though but they do test many.
