Check the battery voltage before cranking. It should be 12.7V if it's fully charged. Then check it when you hit the button. It should be over 10V while cranking.
If that checks out, confirm all the connections and grounds are solid. Then trace the power on the way to the starter to confirm you are getting very close to the same voltage there. If you are, it would suggest the starter itself may be the problem.
