Don't need to drain oil. When you take that cover off, you'll see a bolt, can't miss it. Put a socket on it and turn it counter-clockwise, that will turn the engine. If it doesn't turn, your engine is seized, if it does turn, your engine is not seized.

Removing the spark plugs eliminates all the compression, allowing you to easily turn the engine.
