It's got a lot of parts, but they can all be taken apart.

Yes there's rubber in the seal portion. The seal has rubber gaskets and springs that press the gaskets against the tank's filler neck. This poition of the gas cap is designed to allow air into the tank (as fuel is burned) so that negative pressure doesn't build up and stop fuel flow to the engine and the spring-loaded part of the gas cap is there to prevent (to some extent) gasoline vapors from escaping into the atmosphere (a minor effort at pollution control) during positive pressure situations in the tank (like when the tank heats up on a sunny day). That's why the bike's gas cap tends to make those whining noises during and after rides.

I think you could disassemble it and powdercoat the parts that show then reassemble it. You'll just have to be carefull not to powdercoat the screw holes so it will all go back together.
