Never trust a spray if you need things to stay dry. Gore-Tex for clothing (assuming you want the breathability), plastic or rubber for anything else (including backpacks). If you do go with a spray on the bag, I'd put important things inside plastic ziplocks inside it.
Thin plastic bags often have small holes in them too, so double bag if it's really important.
