Don't skip steps. Here it is again. Give me a voltage reading at EVERY step along path.

battery +terminal -> ??? voltage?
30a fuse -> ?
W wire at ignition switch inlet -> ?
BR wire at ignition switch outlet (switch ON) -> ?

leave ignition switch ON for rest of tests

10a IGN fuse -> ?
BR/BK wire -> ?
Y/R wire inlet stop switch ON -> ?

stop switch ON for rest of tests

R wire outlet wire stop switch-> ?
BK/R wire into start button-> ?
BK/R wire out of start button ON -> ?

rest of these tests with start button pressed ON

BK/R wire at inlet diode B -> ?
outlet diode B at BL wire -> ?
starter circuit relay outlet Y/R -> ?
Y/R at starter solenoid -?


Important thing I'm trying to get across is critical-thinking process of troubleshooting. Not quick-fixes like "swap these parts" and it'll work. You have to understand why it's broken first, then fix is apparent. MOST important piece of data is where +12v stops in chain. That's only thing we need from very beginning. Once that's known, fix is easy.
