The amount of damping torque that a steering damper applies to the bars is very minimal compared to the amount of torque applied during a crash. Sure, it *would* slow down the bar turning to some extent to some extent because damping is being applied, you're not wrong. I think you're just overestimating the effectiveness of such a device.
If you want a damper, that's 100% your decision because it's your bike and we're just a bunch of strangers on the internet, but don't kid yourself: the solution here is to not lock up the front wheel and crash.
