Also make sure that the bike is perfectly vertical (sideways) and on its tires and on flat surface when you check the level; a few degrees make a huge difference in the level shown through the visor.

As Blue mentioned above, it would be good for a better diagnostic to have duration and RPM data associated to the events that keep the light on.
He is spot on: if the initial rpms' are too low due to lack of choke, then the pump cannot develop enough pressure.

Turn the engine off if the light stays on more than a couple seconds and never twist the throttle up above ~2000 rpm trying to make it turn off.
