Yeah, filtering has always been legal due to some CVC saying something to effect of
"more than one vehicle can share lane when there's sufficient space for both safely". I remember reading this when I first got licence +30yrs ago. Doesn't just apply to bikes, two cars can share lane if it's wide enough.
