I'm not endorsing it, but the 'no' Z received doesn't strike me as odd.
Dying? Then they need a replacement anyway.
Planned a vacation? Why didn't you disclose it prior to the offer?
Close family died? That'd be covered by the company's bereavement policy in my industry. Separate from normal PTO.
From my perspective, starting off with 'I need to do something other than start working on the start date we agreed' is not sending a positive signal.
