That's assuming not only your original rim was perfectly adjusted when the measurements were taken and it also assumes the 650R rim would be centered if you measure it the same way. In my opinion... this method is not full proof. I'm thinking the "string" method of aligning the wheels may be a better solution. Once the wheels are aligned then we can work on spacer thickness and chain alignment. Have a read of this...
