It's hard to say based on the brief description but as long as the fuel tap is "On" and you actually have fuel maybe you should try to pop the clutch on hill? It would just help eliminate a lot of the starting circuit issues and narrow the issue more in the direction of the engine.....

I live in IL, and would have to push the bike for miles to find a hill.
I can try running up and down the street to bump-start it, but my old bones won't want to do much of this....
