I don't live in CA but I did a quick view on google maps on I-16 Temecula, CA and there is a sign that says "when towing 55 mph MAX" so he isn't exactly out of line for going 55. OP did also mention that the other lanes were pretty much empty. Maybe you guys should research before you judge the OP?
