My 250 had its rear pads worn completely out, and like-new front ones when I got it. No idea if the fronts had been replaced, but I doubt it.
The fastest stop you can make on a Ninja 250 will get the rear wheel off the ground slightly. That tells you how much the rear brake is needed in a hard stop. Now if you're on gravel or another slippery surface, the rear brake comes in very handy.
