For my perf'd boots, I bought a pair of rain covers that slip over my boots. It's kept out the cold wind and my feet only get chilly from the sub-freezing temps i'm riding through. Once it gets that cold I just toss in one of the toe-warmers and manage.

Still want one of the battery powered heating vests though.
