That's about right.
The R3 has 10% more displacement and about 10% more power than a Ninja 300. For the street, pretty sure a Ninja is still a better choice.
The Ninja 400 is significantly ahead of both from the sound of it.
As far as the KTM being rated second in another comparison, I've ridden one a fair amount and have been underwhelmed by the engine (single). Boring, even compared to an older Ninja 250 IMO.
