As you pointed out above, even if the petcock is stuck in the "on" position, the floats valves should stop the flow of gasoline if they're working properly.

When you say the carbs are flooding, do you mean the usual definition, meaning letting too much fuel into the engine so it runs way too rich, or won't run, or are you saying gasoline is coming out the overflow tubes?
