If it's 12.0V - it's junk - like Danno said.
A 12 volt battery reads 12.7V when 100% charged. A reading of 12.0V is about 40% charged.
Your most important reading is under load (cranking) which should stay about 10.0V minimum.
Sounds like a bad battery to me as well.
