To register an out-of-State vehicle, it needs inspection by DMV. Primarily to make sure that it's not new enough for CA to have missed out on some juicy sales-tax. If it has less than 7500 miles, it get flagged in system and you can never register it.

There's also issue of CA emissions equipment. Not sure on exact rules, but you might need to add CA emissions equipment if it's not a CA model.
