Something is restricting fuel flow. If it's not the tank vent, it may be the fuel filter. The stock filter is small, and inside the rubber hose where it goes into the carbs. Mine was clogged and did things like you described until I took it out and put an inline pleated paper filter in the line instead.

It could also be a clogged petcock, but you can check that pretty easily by taking the hose off at the carb and checking flow in "prime", and also by checking it in the "ON" setting by sucking gently on the vacuum port.
