It's helped some. I have had more drivers move over for me than before the "should we legalize it" discussion.

This isn't entirely accurate. CHP tried to issue guidelines, had to rescind them, and everything went right back as it was prior. The limited publicity during that effort may have opened some eyes, but IMO I haven't seen much difference in driver behavior either before or after.
