To me, that bike not only looks badly neglected, but downright abused. It's looks pretty beat. Personally, I'd pass. Spend a few bucks more and get one that's nice. This one's too much of a gamble. There's a reason it's in that tow yard, and I doubt if it's a positive one. Look for something with a documented history, or at least one that was obviously taken care of.
