110 is the maximum sidewall width in mm when mounted on the design spec rim width. 80 is the percentage the height from the bead to tread is compared to the width. For instance, your tire is 110mm wide, and the height of the tire from the bead to the tread is 110mm x 80% = 88mm. A 110 mm tire is 10mm wider than the stock 100mm, and 10mm is a hair over 3/8", so I'm not surprised it rubs the fender mounting bolts.
