I'm talking about the flat steel washer and rubber O ring that fit beneath the pilot jet spring. When I removed the pilot jets the washer and the O ring were both missing on both carbs, which might explain why too much fuel was leaking past the idle circuits.

No What I am saying is the carbs with blanks don't have the O rings fitted because the blank seals the idle threads.
