There's a good chance that the "recovery" stat is time-based. I.E., there might be some length of time where a confirmed case has to be out of the hospital without returning before they can be considered "recovered". This means there's probably some lag on that number. Give it time. (someone correct me if I'm wrong on those last 4 sentences)

My other thought;

The two options are either:
1) you die of it
2) you survive ("recover")
...and those are mutually exclusive, right? As far as I'm aware, mutually exclusive outcomes are complimentary. So it doesn't matter if you actually track the "recoveries", if track the deaths and subtract them from the total number of confirmed cases and you have the recoveries. That's a fairly simple process after all this is said and done that doesn't require manpower for following up with every patient.
