Then what about safety glasses or goggles? Face shield just doesn't cut it when it is flipped up for ventilation.

All that other stuff is safety gear: A two-twice Kathmandu Riding Suit with CE armour from First Gear is definitely in the safety list.

Cold weather gear is most definitely safety gear if you are out riding in the cold. By the same token, a hydration pack is safety gear if you are out riding in the extreme heat.

Undergarments under your clothes provide you with another layer of protection between skin and tarmac. if they are helping to keep you warm that is being safe. If they are wicking sweat to help with evaporative cooling, well, more safety.

So, yes, IMHO they are all part of the gear that should be used to keep one safe for the environment they are riding in. YMMV
