Everything with these fires seems to happen in slow-motion but they want to make *sure* it's ok to go back into evac zones when they lift them. Getting people out once is hard enough, when a fire's coming, but doing it a second time? Three times as hard.

Also applies to when they start releasing resources, and when they consider a fire "out." It will take weeks of a fire being relatively well-behaved, within its perimeter, before they declare it out. Liability, again. If they declare one out, and it flares up again, it's a problem.
