I had no idea that I purchased a bike in AZ that had cali emm so I just deleted mine along with the kleen air and rejetting for my new area p exhaust. I searched and found this on another forum though it looks like a pregen bike. I capped the middle and left the tube closest to the rear open. Initially I had both capped but found out about 2 miles from home that wouldn't work..it got starved for fuel. Then I came across what I think is the answer. You mentioned that you capped the rear tube and put a filter on the middle? maybe I'm wrong but so far I ridden it about 200 miles since deleting the bs.
