I would find someone you know with a MIG welder. It would be a five minute fix with a MIG welder to seal that small of area, without adding ANY plate or extra metal Keep laying small horizontal beads, top and bottom until they meet and you're done. Just my 2 cents... Being a retired pipe welder...
