It doesn't matter one bit whether it moves in or out. That's looking at the wrong area and wrong analysis. That's like making the bike move down the road by pushing it. The correct procedure is to hop on and ride it! Here's what you need to do to fix choke cable:

Disconnect the cable from where it mounts to the carb and see if you can move the mechanism on the carb.

Then see if the cable moves freely when disconnected.

That will tell you if the problem is with the cable/mechanism on the bar or the carb mechanism.
