You can shim the needles with a full exhaust (I believe you can... I haven't thought of carb work in awhile), but you won't get the full benefit of a full exhaust unless you rejet. Honestly you should at least shim the needles with a slip on. Spend $150 on something else if you are getting a slip on, there is absolutely no benefit from a slip on minus the increase in noise.
