Before attacking the valves again, check that your bowls have enough fuel inside.
It sounds like fuel starvation to me (open throttle introduces too much air in the mix because the vacuum in the throttle (Venturi effect) is not able to lift and suck enough fuel from the bowls).
It may be a simple plumbing system's problem (check in-line filters and vacuum hoses feeding the petcock for clogging and leaks respectively).
