I bought a 2003 Ninja 250 for $1000 today. It needs maybe an afternoon of work by a skilled DIYer (me) to get into usable shape. Didn't even have to haggle; it seemed like a reasonable price as it was.

My local craigslist is full of Ninja 250s under $3000. You even see a 300 sometimes.
