Would it be hard to convert a Cannondale M400 mountain bike to a hybrid?

I need to put new gears on it, but I am thinking of trying to go with the skinny road wheels, etc. Is it possible to do?

I don't like the thick road wheels on my stock rims. I'd prefer to have the skinny 700x23c that I have on my Trek 1.5. If I can convert, then there is no need to purchase new. Maybe even putting drop bars on it so the bike could maybe be used for cyclocross.
