Yet another Carb issue

I scoured the forum and google for suggestions of what might help the issue I am having.

Here's the background:
2011 Ninja 250 non FI non CA
3200 miles
Stock air box
Stock air filter
Snorkle intact
Two brothers slip on
Stock jets
Running 93 oct pump fuel

I have run 4 track days on it this year without a single issue.

I took the summer off due to the FL heat. The last time the bike was ridden was in May. I transported the bike from my garage to a friends for storage in July. At that time the bike would not run off choke and would die as soon as the throttle was touched.

I deemed it was clogged pilot jets from sitting.

Last weekend I finally had time to work on it but it had been started about once a week in the time lapsed. I cleaned the carbs thoroughly pulling the needles and jets and soaking in carb cleaner. While I had everything off I decided to pull the snorkle out.

When I reassembled everything the exact same issue was happening.
I cleaned the carbs again amd re-installed the snorkle.
I replaced the spark plugs
Same issue occured except now if I begin to ride with the choke on I can turn the choke off and ride providing I keep the RPMs above 2k.

I can not find a vacuum leak anywhere.

The only way I can get a throttle response is if I block off the snorkle with a shop towel.

I am at a loss. Nothing changed, all things cleaned, doesn't run right.


Any ideas??
