Hello from Soco StL MO

I bought a 2001 Ninja 250 and it had many problems. I have fixed about 90% of them and it was ALMOST ready to ride when the internal gear shifter and the outter shift lever stripped out. I replaced both parts. Put it all back together and I'm struggling with this final thing:

At what torque spec does the 27mm nut need to be tightened? (Clutch plate housing)

I can't get the clutch to engage. Do the four 8 mm bolts (with springs and washers) have to be at a certain torque spec? If so, what spec?

When that little knob is pulled by the clutch cable, nothing seems to happen. Are those 4 bolts too tight? Too loose?
