Sounds like a dead battery. I usually put it in third and pull the clutch. You can push the 250 like a scooter. When you get up to a brisk walking pace, dump the clutch. Just make sure the bike is on and the kill switch is right. When it starts, it will lurch badly so be ready to pull the clutch again and rev the bike.
