Unless battery is completely, terminally dead with super-low voltage, you should still have solenoid >click< and some cranking action, albeit slowly, if all interloc switches are working. If battery's too low to spin starter & engine, you'll get clackity noises from solenoid. Need to measure battery voltage before and during starting.

I bet this is issue with interlock switches. Take a look at these threads, it can become very lengthy process without testing properly:
