I'm not sure I can, at least not that simply. There isn't a dynamic way for the software to first pull down the image, see if it's > or < 1000 px wide, then apply the resize tags only to the large ones. Theoretically I could add the tag for all attached images, but things would look quite weird and stretched for any smaller images. I run into that sometimes when I manually add the resize tags to post, and forget that there's a smiley embedded, which suddenly gets huge.
I reviewed vbulletin.org for image resizing mods that work for 3.8.X, and all of them seem to have some level of complaints and conflicts, so I'm wary of adding them - especially as they haven't been supported or updated in almost 10 years.
