Need advice on the following - Multiple mechanical issues

Hi guys hope all is well.

So I have the following issues with my ninja EX250.

1. She sometimes (most often) gets stuck on 3000rpm right after I started her and surpassed the 3000rpm mark and then gently(naturally) leaving the throttle. I can also force the throttle backward further than its inactive position and get it to reduce but as soon as I release it back to inactive state the refs resume 3000rpm. Then if I drive like 400m and switch the bike off while riding and switch her back on it stops.

2. After about 1minute of driving her the overheat indicator comes on. While this happens the heat gauge hasn't even lifted yet (and yes it is still functioning 100% as when the bike is driven longer it starts rising and the radiator fan comes on). The water in die radiator is also suffice with the correct amount of anti freeze. The oil level is also correct according to the service manual.

3. She has a small oil leak beneath the gear shaft(and the gear shaft seal has been replaced less than 1500km ago) area but I am still uncertain where exactly it is from due to not yet being able to verify the origin. I have a feeling it is due to the broken shock but the oil is black and not as transparent as the shock's and it also ends up within the fairings (The above mentioned problems started before the oil spots appeared)

4. The rear shock is worn from what I could diagnose(i.e. oil leak from the shock itself, the wheel rapidly bounces when driving over certain bumps at certain speeds, the shock also limits out when carrying a passenger where as it didn't previously, 1-2inch oil spots on the ground directly beneath the shock mount)

5. Then for the final problem I am not sure if it is a problem or just normal but it is a used bike and she has an aftermarket exhaust on. Her top speed on a flat is roughly 145kmh(I've seen 2008's doing 166km on a flat). She has her normal size tires on except for the rear is a 150mm instead of the standard width. The tire diameter is exactly the same as the original size. She also has about 21000km on the clock.

Given all the issues I have with my bike in the above. What would you guys advise me to do to solve all these problems? Keep in mind that I have the full service manual and I also have mechanic experience. Selling her is also an option if the above issues are possibly unsolvable or rather not worth solving.
