Last time it happened to me was recently with a tire for my Dodge van. I put a piece of foam rubber pipe insulation between the tire bead and rim on one side to get the other side to pop on. Then I let the air out and removed the insulation. Then I was able to lift the tire to get the bead to touch the rim and that one popped on. There's nothing wrong with the lighter fluid method other than some danger, but I didn't have any around at the time and wanted to get the tire mounted.
