I've got some non-bike items that need re-finishing, but they face some rubbing and scrubbing in daily use. Not sure paint will up to that kind of abuse.
If I want to keep it chrome, and it's not terrible, I use a liquid conversion coat form Eastwood called "After Blast" with fine (0000) Steelwool to remove and neutralize the rust. I may then use Mother's Mag Polish with 0000 Steelwool then more regular polishing.

If I want to powder coat over damaged chrome I will blast it with fine steel grit then sand it to knock-down any pitting and smooth any uneven patches. That works most of the time, but the curing process at about 375/400F can raise some areas. Deep pits will usually create a small bubble in the finished coating. On the CL, the front signal stalks were chrome and really pitted, so I did my normal prep and coated them gloss black, which matches the headlight bucket on a CL.

The fenders were surface-rusted in spots, and the conversion coat neutralized it pretty well. I'll try to get a picture of the area on the rear fender that I showed in earlier posts.

I'm also using a product called "WD-40 Specialist Long Term Corrosion Inhibitor" on any bare steel or repaired chrome. It has tested very well in preventing corrosion on steel. It's kind of waxy, but I leave it set for a day or so then polish it off if I don't want any residue.

I was trained and worked as a painter for over 10 years, but for cycle and auto parts powder is far superior. I only paint when I need to. I don't paint anything that gets any amount of use/wear - it's all powder coated.
