I don't understand... the military doesn't write or enforce traffic code. Is this just for on base, or a military regulation (different from law)?
I read about 2 years ago the military had some campaign about sport bikes and safety, after recognizing a higher fatality rate on sport bikes vs. the general population's fatality rate on sport bikes... I wonder if this is related to that.
